Todd Stein wrote the original script set a century from now with the world's population approaching ten billion. As a result, the penalty for having children without a license is death. Soon a ruthless Population Control Officer named Solomon Cage discovers that the two fugitives he's been pursuing are the love of his life who mysteriously disappeared years ago, and the 12-year-old son he never knew he had.
